Reviewing EFL Cup rules

I'm thinking about the EFL Cup rules regarding ties. After 90 minutes, it seems like matches go straight to penalties except in the semi-finals. In earlier rounds, they skip extra time, but the semi-finals used to allow extra time after the second leg if tied on aggregate. Actually, since 2018-19, they scrapped that extra time for all rounds before the final. So, ties go to penalties without an away goals rule. I’ll clarify this in a format that’s easy to understand!
